missiles have guidance, rockets do not...(for the most part)
ie. once a rocket leaves the tube it goes on its trajectory and physics take over... missiles can move and steer and follow (heat seekers etc..)
there are a few caveats to the rockets, but yeah... you get the picture
it was most likely a naval training mission that was thought to be far enough off the coast, but bad timing with the sun setting and atmospheric conditions allowed it to be seen from the coast...
When Obama was here on Thursday lots of jets were flying overhead. I had no part of anything except was told to not go to Seoul.
