It samples an old track called 'Visa - Let Me See You Move', I am pretty certain the one I am looking for is Dutch. Rob Fabrie used to do tracks on Blue Records that sampled 90s rave riffs and kicked in with similar basslines.

I did a remix of the Visa track years ago to play in my sets.
