Aber es wird eine Form von zentraler Gewalt geben m�ssen. Die EU ist ja heute schon kaum mehr entscheidungsf�hig. Je gr��er ein Staat ist, umso eher wird es ein Pr�sidentielles Regierungssystem geben.
