The reason why this act was probably passed was because Congress finally caught onto the fact that if a leader of a highly unstable country is deposed in such a sudden and violent manner, a huge power vacuum would thus have been created in the region. The little political stability holding the region together would probably collapse, and anarchy would reign. This could in turn affect the surrounding region, creating bloody chaos, and thereby it could actually turn previously bad situation into an even worse one. If Saddam were done away in such a way today, Iraq could turn into another Somalia, where the underling generals in the his regime would in all likelihood duke it out to be the strongman, and the "collateral damage" would be huge. It would be a horrible mess to clean up, and, just like in war, nobody wins in the end, but somehow we always seem to end up paying.

Referring to the above posts discussing American culture and the American Dream, one need only watch "Requiem for a Dream" (which I'm guessing most on this board have already seen) to see how utterly delusional and ellusory the current manifestation of the Dream, especially the ideals and values it espouses, has become in today's society.
