No, he's not right.
In certain cases that's true, but in others, it isn't...
Changing the time signature changes the feel of the track, the way it flows. Why do you think we have them in the first place?
If you're just going from common time to cut time, then the difference is mostly just for the sake of the conductor. But if you're going from 3/4 to 6/8 there's a difference!

explain how changing the time signature is gonna change the music?

Music is usually written with a specific time signature. This is because each has a different feel. For example, in 4/4 time, the first beat is the strongest, the third is a bit weaker, the second is even weaker, and the fourth is... you get the point.
Now, if you're talking just note values, obviously 3/4 and 6/8 are going to be identical. However, each beat feels different b/w these two time signatures, so it changes the way the piece sounds, the way it flows, the emphasis, the phrasing...
