A lot of that procedural stuff was tried before.

A good percentage of the Americans who didn't like it thought it wasn't strong enough

Hey, I'm all for taxes. They've been raising a lot of taxes where I live lately and I'm all for it. State needs more money. Better to raise taxes than the deficit.

Tar balls are fairly common in the gulf. There is a lot of oil drilling and oil is spilled, often in small amounts that can collect and form tar balls.

Also there are natural leaks from the pools of oil under the surface.

His statement, while sounding stupid, made sense in the context of the gulf of mexico.
