Lets so, is this girl in any of the classes you take? If she does, ask her if you can sit next to her, or just sit somewhere close by� it will be easier to start a conversation when you have the whole class thing as a subject. For example start out by something like: "Ohh I'm so bored", see her reaction�tell her about your favorite class in school, maybe ask about hers, and stuff like that. Then introduce yourself and see where it goes from there.
In any case just try getting closer to her, get her to notice you�make sure she knows you noticed her.

Wow, a chance to make fun of Ory after all those inflamatory ASOT remarks. -Oh well.
You said you aren't in her class. Make a point to be in her class next time around. That may take awhile though.
16, so.... highschool I take it? Highschool's easy. Ask her if she's going to a school game, play, etc. That's kind of starched collar, so it might not be the best approach, depending. If you observe her enough (without being freaky) figure out what she likes. If she drinks a lot of coffee, then asking her out to coffee is great. It's casual, and can be an easy way to talk. Maybe she smokes, so talk to her then. Etc. All these threads boil down to the same issue. You need to take the initiative and get in there. Act however you want to act, but I advise being yourself instead of trying to mime the latest fad (whatever it may be, talking down to women, praising them, who knows).

Plan A: See if she participates in any extra-curricular activities and use that as your common ground to build a relationship.
If she doesn't have any activities, you just gotta put your balls on the table and introduce yourself.
Plan B: Go up to her and introduce yourself and say she looks familiar. And then try to make her recite past schools/hangout spots she's been in and build a conversation from that.
Rules:
1. Be honest but leave enough for the imagination. Too much information will bore her.
2. Have her talk more about herself than you talking about yourself.
3. Now when you talk to her, I don't want you to be the guy in the PG-13 movie that everyone's pulling for. I want you to be the guy in the rated R movie who you're not sure if you like.
