It is just opening up the aperture for a longer period of time. So the aperture takes 15 seconds to close at the current setting so everything you do in 15 seconds basically gets recorded in the photo with a single still. When you wave an object like a light the path between points is captured appearing to be a single line.
If you do the opposite and instead of setting it to say 15' you set it to 1/500 you can capture fast moving objects clearly such as a raindrop falling or wheels spinning on a car.
