The real way to stop terrorist attacks, and practically the only ways that have actually worked in past situations such as the British airliner plot, are:

(1) Focus on individuals who behave in certain ways: nervously, irritably, defensively, and so on. Train law enforcement extensively in recognizing behaviors that might indicate a dangerous person. Maybe even bring some Israeli experts to train American and British law enforcement, since Israeli experience with this is way more extensive.

(2) And the biggest one: get intelligence about what's going on beforehand by obtaining inside information from people in the communities that harbor terrorists or know people who harbor terrorists.

Focusing on extremely superficial facial characteristics or skin color takes attention off of behavior, which is where it should be. Focusing on appearance will produce tons of "false positives": it has to because quite a few Arabs board planes each day but very, very few of them are terrorists.

Well, yeah. Of course they are. But terrorists in general are also "exceptional" among any group in the sense of being extremely rare. One former head of airport security in Israel said:

"It is extremely difficult for people to disguise the fact they are under tremendous amount of stress, that they are going to kill themselves and a lot of people around them in a short amount of time, and all the other factors that effect their behavior."

They deal with far more terrorists than America or England has ever had to, and they know what they're talking about.
