Work with them, instead of against them. If they are so determined to obtain technology, let's help them out, instead of punishing them. This way, we could regulate how far they enrich, and how they use the technology itself.

So to answer your question - we don't make them stop developing a nuclear bomb by piling more threats or military action on top of them. We work with them through proper diplomatic channels to assure them that the United States does not want to start a major war in the Middle East. Then they may not feel the imperative to arm themselves to the teeth.
