I thought Ted Promo was average. Nothing all that groundbreaking, moving, or shocking about him.

However, there was plenty of stuttering, perrywinkling, and diddlybopping.

True enough, but there are very few places movies can go that haven't been done before. I thought the age of all the actors involved was important though - Araki extracted some really excellent performances from people in their early 20s, and I felt painted a really vivid picture with a lot of the filters and angles he used to convey some really tough moments in a delicate fashion. It wasn't the greatest or most moving film ever made and some of the praise for it is probably a bit undue, but it was still an extremely proficient piece of work if you ask me. Perhaps quite average among other films of its ilk, but definitely not the middle of the line so far as movies go.
