Bassel only means 'annoying' in the Moroccan dialect, it does mean 'courageous' or 'brave' in classical Arabic. And it's also pronounced "Ba-ssil" or "Ba-ssel" in clasical Arabic.. but the pronunciation differs from country to country, like Montana said.
But your last name still means 'weird/strange' in any Arabic dialect. 
I really love that our names have meaning.

We had a great influx of Arabic words in Portuguese due to cultural exchange, and your name is fairly popular around here... but, no, it doesn't have a meaning in Portuguese as far as I know. I just looked it up on the dictionary, but nothing came up
