I dont think it's necessarily true.
If you have a small group, even let's say, of 3 people,
eventually a group leader will arise and get people motivated...why?
Because someone in the group that has a strong persona,
will size up the matter, analyze it, use the best resources at the time
and explain to those who are unsure of the task at hand,
provide calm and not only aid, but give them strenght and assurance.
