I used to get those all the times too. I don't know what I did, but one day the popup thing just stopped appearing.

Well its not a theme, im using different programs.

Style XP for for the visual style

Yx Dock for the icon dock

Rainlendar for the calendar

you can get skins, wallpapers, and a lot more here:

www.customize.org <---- the best there is.

Theres no way you use nearly all those programs, I hope. I currently have ~31 in mine, ~14 of which are used regularly. Theres bound to be plenty of those 95ish programs that you can get rid of for lack of use.
