They aren't one and the same, but there is a significant amount of overlap As you have clearly seen here, and as it shows up in the best two vocal tracks Delerium has ever done, "Fallen" and "Just A Dream" from their "Chimera" album.

I'd call Robert Miles' "One and One" and Delerium's "Orbit of Me" love songs, and neither is really that sad.

Also, sad songs aren't all exactly romantic. "Hello" by Evanescence, "The Game" by Trapt, and "Incantation" and "Duende" by Delerium are hardly romantic. (Actually, Duende's imagery gets kinda haunting)

Desert Rose is particularly sad if you know the variant of Arabic the background vocalist sings in, I'd imagine. I love that song, though... romantic as anything.
