I've still to see the likes of The Exorcist and the Shining but The Blair Witch Project? A load of bollocks.
I'm trying to see all of these foreign Horror films that have astounding ratings on rottentomatoes, movies.com, etc. and this week have seen Ju-On (The Grudge) and The Devil's Backbone (Directed by Guillermo del Toro).
Ju-On had some great moments, but the story telling technique was so flawed in pretty much ruined the movie for me. I hear the Grudge was better, only because they developed a coherent flow and developed the back story a bit better.
The Devil's Backbone was not scary at all, aside from a few creepy moments. It was, however, the smartest horror movie I have ever seen.
The Shining is always a classic.
Also another that I loved or at least the concept and not so much the acting was the original Saw.
Misery as well
I feel horror movies, at least that are creepy in my mind are movies that you can actually imagine happening. The idea of the first saw is very plausible, unlike some other movies like Pinhead or whatever. I feel horror should protray a form a realism that is able to bring the audience in and have them believe they could be in a similar position. Though this does not apply to all horror movies. Some horror movies are extremely great, but not in the least bit realistic. My theory for horror goes though is gore doesn't make a movie scary, it is just filler. True horror, doesn't need to show you anything to still be scary. If its just gore, then their trying to subsitute for lack of actual good horror imo. One movie I think is terrible, Hostel. Hated every moment of this movie and did not even find it scary. Guess everyoen has their own taste.

I would have to say that Exorcist scared me the most. I remember watching this by myself late at night with all the lights out when i was about 9. Probably one of the reasons i watch so many horror movies now. It's hard for me to pick scary ones since once you watch a lot of them you quit getting scared. I can name dozens and dozens of really good ones though.
I can't believe people got scared from the Grudge..The worst movie i ever seen.. I am sure the Jap version is better. Scariest movie i seen was The Ring.
Someone earlier said that the scariest movies are the ones that could be real. I totally agree with that and thats why i put in Mothman. On the other end I think physchological mind fucks also do a number on most people and hence the reason to include event horizon.
