there was but this was years ago. the combine easily deteriorated of the rebelling civilians and city 11 is now nothing but an abondoned waste dump with rotting human carcasses scattered at the feet of patrolling combine forces who are constantly searching for anyone who is seeking shelter in the sorrounding buildings.
