Higher ISO on for the lowest stop may help with alleviate the cloud movement for your hdr. I've run into similar problems doing it.

yeah i noticed that, i took 8 or 9 pictures for that one and it was windy as hell in reno that night

also i think i was shooting at like f/18 with my wide angle. if im shooting anything outdoors i try to open it up as much as possible
