Lets just say you are right and America gives less money as a country. Then factor in the citizens. Then factor in the military ships and planes used and the billions that costs, then factor in the food shipments, then factor in the medicine supplied. People tend to make this so black and white based on a single cash figure given.

But seriously, seeing that Indonesia is a mostly muslim nation, and considering that they do have their pretty organized terrorist networks, it really makes it easy for their local muslim fundies to convince people who've lost everything that America is the evil empire who gives out billions of dollars to Israel and funds the war in Iraq yet refuses to give them few million dollars to rebuild their homes. I was not talking about a direct and massive surge in Al Quaeda ranks like people saying "oh, I've lost my house, americans won't pay for it, I'm gonna strap an explosive belt to my ass", I was talking about the general climate of the area and the fact that many muslims really dislike the US and are pretty inclined towards viewing Bin Laden as their national hero and a liberator.

Consider the international reaction if US would refuse to grant any aid. Most non-muslim people would start to hate the US for that. Now consider what an average muslim anti-american guy would think. It would be such a bad PR move that would practically justify every Al Quaeda terrorist action in his eyes. Those wackos at the fundie mosques would have material to brag about America being the great satan for weeks. And that sort of mood in the middle east is what Al Quaeda lives on. If the arab world would start to like the US, AQ would not get a single new recruit ever again.
