On topic of the thread...
This ban they are talking about would only apply to Novices, which would mean those with only a G1, right? If this is the case, the people with the G1 would legally HAVE to be driving with someone who has had their G for 4 years or longer, most likely being their parents.
Now I would HOPE that the adult accompanying them would be able to decipher whether something was really becoming a distraction to the driver or not, and choose subsequently to remove it or not.
However, being that CAA deals with a lot of accidents, their statistics may show that many G1 drivers are having accidents caused by distractions.
On the whole, I don't think anyone should be on their phone while driving. I thought there was a law about that?
As for music... personally, I find that music makes me a much more relaxed driver.
However, someone fucking around with the CD player, or MP3 player is spending far too much time looking at their devices than they are at the road, and being that these kids are new to handling a car, I agree it isn't too bright of an idea.
If they leave this to the G1 drivers, I wouldn't be too upset about this law. They already have MANY restrictions, which I think is fair being that they are only LEARNING how to drive a vehicle, (which can potentially be a VERY dangerous piece of machinery). During the learning stage, they should be concentrating on what they are doing, and getting practice with interactions on the road... not fucking around with their ipod.

In response to the seat belt wearing law:
It has been proven that a person not wearing a seat belt can be dangerous to other people in both the same vehicle, and any other involved in an accident.
When you are driving 70km/h and at impact get stopped to 0... the bodies are still moving at that speed. Without a seat belt, you have a body projecting at an alarming speed that can seriously harm another person.
Helmets on bicycles, I agree should be the choice of the person riding the bike. This is something that I really believe can ONLY harm the rider, and if they want to be an idiot and ride unprotected, go ahead.
Whenever it comes to the safety of others though, I think laws should be enforced. I don't want to die because some asshole can't be bothered to put his seat belt on, or because someone was too busy fucking with their MP3 player.
It isn't just about the person who chose not to wear the seat belt or whatever, it is about everyone else that could be potentially involved.

I think banning cell phones for new drivers is a good idea..... but thats about as far as Id go...although i dont know how you would inforce such a law
