Um, Koln (or Cologne as you call it) is in Germany... Where it is legal... we have acknowledged this.

I think there is a large problem in your idea of legal. While there may be no statute prohibiting the acceptance of money as renumeration for sexual services in many countries that does not mean that prostitution is, in fact, legal. The exchange of sex and money is only one part of the overall activity of prostitution. Given that you bring up Canada and I know it best I will focus on that. Giving someone money as compensation for sex is not prohibited... true. What is illegal is solicitation and/or communication for the purposes of prostitution... which is to say there can be no agreement pertaining to the exchange of sex and money or any communication of any type referencing such an exchange or even the expectation of same. Effectively this makes prostitution illegal as no exchange of sex for money can be made without communication or agreement. Furthermore, living off the avails of prostitution is illegal in Canada. This is to say that one cannot use the money received in exchange for sex in order to live... essentially, that money can never be spent.... kind of makes it pointless. See, with these regulations in place prostitution as a business is effectively illegal. The reason there is no statute prohibiting the exchange of sex for money or services is because anything could constitute prostitution given those terms.
