Why isn't there a user no. 1

I checked somebody profile around number 18000, i thought who's number 1,it must be swamper but user 1 doesn't exist number 2 is the first. Why is there a number 1, is he some mysterious figure?

i think number 1 is the forum administrator, a defult account thats setup when the forums are installed.
