Whats the official position on Trolling?

Micheline seems to be trolling for a flamewar in every thread he walks in. I find it childish, and overly negative. Is this permissable? Can someone address this issue?

Can't you use an IP ban???

Doesn't work if he has a dynamic IP of course...

most conections are dynamic ip's and its easy enough if you know how to conect via a ip bouncer fingy

Most broadband connections are static, but if you can use an ip bouncer it doesn't really matter.
