A lot of the sites up there are sponsored by the UN and other non profits. I'll try to get some more specifics for you though.

this is a good way to do *something* even if this is not huge of course... anyways that's nice, especially for students or others that don't have much to offer, but may share a bit their internet connection for some humble aims.
along with the TA Unite for United Devices, i think this is a great thing
