Are the lyrics being said or sang?

maybe seraque - my dreams

try to describe it a little bit more

I have heard 2times, from Pete Tong and from Sarah Mein.
It's style is kind of lounge tending to be house (uplifitng)
after the vocals: "in my dreams..." (which are sang) it follows a very special and bazaar rhythm.
