Oh yes there is a deeper meaning:
(English class BS mode : ON)

Lincoln's picture is closer to the camera than Washington's, suggesting that it is the beginning of a new era and that the "old days" are being replaced. Washington's frown supports this idea.

The torn corner on Lincoln's bill symbolizes that we are in hard, desperate times. Also, the $5 bill is shown to be larger than the $1, implying that we have much more now than we did before.

The wood texture in the background suggests an old refined setting, suitable for this piece's historical context.

Yeah, but if you read his location it says "NYTA stuck in UK" which would explain why he has American money and that it really is no big deal.
