that was my gut reaction, but upon closer inspection you can notice the sidewalk on the bottom of the pic makes perfect sense, and also in the middle near the top there's a storm drain which is also appropriately sized

i'd be willing to bet this is a real pic. the interior is too detailed, the tires have valve stems, the windshield wiper is real and if it was a toy the antenna would be much larger. sure if you were really good at photoshop you *could* do most of that with enough time but it would take so much effort to make it look so flawless it can't imagine why anyone would take the time to do it. maybe it was a school project but i doubt it. i've seen exotics made police car before. they have a few in cali. all be it rare they have them. here's some pics of other exotic police cars.

i've got to go to a meeting, i'll post more pics when i'm finished.
