Is there a program that I can use to convert MIDI files to WAV? If not then what program can I use to cut down the MIDI file to 3KB and then save it?

I need to convert my MIDI ringtones into WAV files so that I can clip them down to 3KB and then send em back into a MIDI and upload them to my phone.
