Help Me Help A Friend (pc Related Problem!)

Hi all

friend of mine...says when he boots up IE 6, it defaults to this

http://t.rack.cc/hp.php

and he has tried to virus scan his pc, he ad-aware scanned it and still if he changes the default IE....he brings up another one....this stupid file come up. Since this surpasses my knowledge of PC's, what can be done to rid the pc of this idiotic thing...what is it...and how can he avoid it.

What virus program does he have? Sometimes these weird worms make you go to your virus program's site and download a special cleanup tool for them.
