Can you help me with my government HW???

I am retarded in this field i hate it and don't know squat. I have a few short answers i need, any help is greatly appreciated.

1.) Define voter apathy and discuss it's consequences.

2.) Describe the 15th amendment and the tactics used to deny african american men the right to vote.

3.) Explain what factors influence a person to be part of a political party and explain how you fit or do not fit that theory.
