The artist is called Mr. Oizo, his real name is Quentin Dupieux. More info here.

That figure is called "Flat Eric" and was the mascot of Mr. Oizo whose only popular song was "Flat Beat"... there was a whole album "Analog Worms Attack" tho and a new single last year, but it was crap.

Yeh, Flat Beat and Flat Eric still amuse me today.. Eric also featured in some Levi's jeans commercials back in the day btw.
