Really need help with a track

Ok guys, in my local club here in Toronto ("The Guvernment") I always hear this awesome trance/progressive track. The track completely stops at one point (silence), and then you hear a sort of a record scratching, and it gets faster and faster until the beat kicks back in. Please help me out
