It doesn't even have to be a dramatic effect.

Real chaos theory only tries to explain that there is such a massive amount of things happening in the universe, all reacting to itself, that a small change can produce many unpredictable changes all over.

This taken to its fullest extent explains how because a butterfly flaps its wings in Japan, that in New York some time later there may be rain rather than sunny skies.
