Best Program To Make MIDI Files??

Can someone help me out, ive tried a few but my mp3s sounded shit in the midi format, sounded really messed up. Can some1 tell me a really good program to convert music to midi format?

im pretty sure ive seen some converters about! ive got a few which are ok but not the best.

1) Get a MIDI-editor
2) Program the notes yourself
