If you were looking at Making a Complilation CD for sale to the public, How would you go about finding out who owns the rights to a song, and how much it would cost you to include that song on your album?

Contact the label. Well actually, you contact the owner of the track, the person that has the rights to it, and 99% of the time it will be the label.
