hello i just took a bunch of pictures with my digital camera any way i can change the quality of them in photoshop with out having to go through each single picture? thanks

no
actually, yes, you could record the action (editing) of one photo and then automate the process for the rest of the images
wouldn't he have to go through each picture separately? i record actions and then run the actions to one file. he has multiple files.
What do you mean by "quality"?
If you want to open a number of images, possibly resize them in process, and then save, say, as a lower quality JPEG, then it's very possible. It's called batch processing. Photoshop certainly can do that, but it would be even simpler to use a free image viewer called IrfanView. Fire it up and go to File > Batch Conversion/Rename or just press the B key. There you can resize, flip, rotate, apply basic filters, and, of course, save as a different type of file with specifying any quality you want.
In Photoshop it's File > Automate > Batch.
Use the photo gallery option
record a macro..
