Anyone experience in VST programming?

Quick question. Can you make a VST to, say, load mp3s in Ableton Live, or are VSTs not used for this at all? I would be interesting in starting a little project to do this, but I have no experience with VST stuff. I think it would be of tremendous use. Please I know that mp3's are of shitty sound quality for the most part, so please don't flame on that count.

please use the production forum, as nou says, they will have much more VST experience
