I need a way to equally measure the time interval between each snare hit to create a professional sounding rapid snare... Or could somebody just post a rapid snare up on the page. Thanks in advance -chris

like a fill? if you're using midi, maybe you have some kind of snap option.

why don't you just take a freeware drum sampler and draw midi snare roll in key editor of your host? it is much easier that way.
if you are using audio only, try this:
if your track is, let's say, 142 bpm, length of one snare is a 16th note. since that's 1/4 of a beat, and you have 142 beats in 60 seconds, cut your snare to 60 000/142/4 = 105,64 msec. so, cut the snare to this length, and after that, it is copy/paste, and after that, just set the volume ramp from 0% to 100%.
however, i really do reccomend the midi method.
