Inspectors cite overcrowding Patrons found smoking pot

JOHN DUNCANSON
STAFF REPORTER

Ontario's alcohol and gaming commission has slapped a bar in the Entertainment District with one of its stiffest penalties ordering the Pearl Lounge to stop serving alcohol for 70 days after inspections found overcrowding, drunk patrons and people smoking pot in the club.

Short of revoking the licence of the popular Richmond St. W. nightclub, the suspension of the club's liquor licence from tomorrow until May is the severest penalty the commission can hand down, said spokesperson Ab Campion.

The average penalty the commission issues is between five and 21 days, he said.

In its decision released this week, the commission said:

The club, which has a capacity of 538 people, was found on six occasions between December 2003 and October 2004 to have hundreds more people on the premises than allowed. On one occasion there were 818 patrons in the Pearl Lounge, the commission said.

Inspections found drunk people consuming liquor in the club, and that on Dec. 11, 2004 people were "openly smoking marijuana" inside the nightclub.

On numerous occasions light meals and liquor menus weren't available even though the law requires it.

The nightclub, which had its licence revoked for 30 days in 2003 for similar infractions, is open only on Thursday, Friday and Saturday.

Randall Barrs, the lawyer representing the bar, said the owners will use the suspension period to carry out renovations and hire better security staff.

In one instance, the commission said, security staff chased two patrons out of the bar and assaulted them.

In another case a baton was used on a patron.

When it reopens, Barrs said, the owners will try to have the liquor licence changed to allow more patrons in the club.

"There has to be physical changes made at the facility to do that so that (overcrowding) doesn't become a recurring problem," Barrs said.

The commission has also ordered the Pearl Lounge to hire bonded security guards and install video cameras at the exit and entrance to the club.

Each day's video must be kept for a month, the commission said.

The Entertainment District has been the subject of ongoing problems with overcrowding, unruly patrons, and in some cases, drug use.

Earlier this year it was the focus of allegations of police corruption involving the alleged shakedown of bar owners by certain officers.

Investigators have laid both criminal and police act charges against several officers, some of whom once patrolled the district.

Whatever man! Leave the Guv well alone as is. If you don't like it, no one's forcing you to go there. Yeah it may be a bit crowded at times but the last few times i went there it was just fine!

Some of you guys really need to stop complaining and be happy with what you have. You don't know how lucky you are to have a complex like the Guv to party in

Posted by Jayx1 on Feb-26-2005 21:50:

Most of those who complain are the ones that keep going back and keep having a good time anyways.

They are just people who want EVERYTHING their way ALL the time. (or have alterior club political motives)

Posted by milos on Feb-26-2005 22:15:

perhaps such a harsh penalty was given as an example to give other establishments the sense that they don't fool around. for example at system, i'd like to see ppl that like to spark it up get dealt with. as much as i wouldn't like to ruin their fun, i just as much don't like leaving the club reeking of pot.

Pearl lounge sucks. I've never been groped so many times in my life in the span of 10 mins. That's how long I stayed. Got dragged along by a few friends. Eeeeeeew.

This gets me everytime....its the law, and its supposed to be in clear view, and there is only one place that I know of that has food available (docks) Ill admit, Ive never asked if they have food available, but you shouldnt have to ask, It should be in clear view. When I was in my law class I was telling my prof how you dont see food anywhere, and she was very adamant and refused to believe that NONE of the places I had been to had food readily available. I keep meaning to start asking at various clubs, but always forget

Posted by MarkT on Feb-27-2005 22:40:

doesn't Guv have hot dogs, nachos or some stupid shit like that near the coat check? (like I'd *ever* eat food served at a big club, LOL!)

I think RJ had it right

sounds like this was a culmination of repeat infractions...sure, it happens everywhere, but you've got to figure that if you're being singled out, you'd better do something about it (not that I care one way or another whether Pearl stays open...I have no intentions of every going...I just thought penalty was worth mentioning...that loss of revenue could *easily* shut a place down).

I agree with this without a doubt...its one thing to have enough people in a club, but when you go over capacity it can become a big issue....in england there was a problem in 1989 at one soccer ground which was overcrowded, and i believe about 200 people got crushed to death...... this is a harsh example i know, but this is without alcohol or whatever else too.

But the question i have to ask is:

WHo really freaking cares if food is available or not especially if you dont want any?
