i pretty much always listen to music when i'm going to sleep...
but background music.. depends on.. i have fallen asleep to a set from yoji biomehanika
so dunno what counts as background music.. hehe
i guess chillout music would work.. but i can't sleep to that personally.. it's to soft.. i need atleast a little speed in the music
i guess you need ambient!
brian eno, steve roach, biosphere, fanger & schonwalder, anthony rother, henrik b - kryoniks.. or well.. just ask Sand Leaper
I dunno if di fm's chillout channel helps
Check out Hooverphonic's work, very relaxing stuff.

These are my favorites:
Hooverphonic - Eden
Hooverphonic - Mad About You
Hooverphonic - Out Of Sight
Coming from the best show on television. There's tons of great songs out of this bunch.

Enya - Carribean Blue
Great relaxing tune.

Just gonna point out that most of Anthony Rother's releases are not ambient. Magic Diner, Elixir Of Life and Art Is A Technology are the ones I can think of right now.
Don't forget Pete Namlook and his numerous ambient releases.
I would like to get much more of his albums & EPs but the b***hes are very limitedly released. "Pete Namlook - Ambient: The Definitive Collection 2" is a great compilation of his early ambient works. Some of his albums/EPs include various style techno & hard trance tunes tho.
I highly recommend anything by Boards of Canada

I go to sleep with the above & beyond essential mix on repeat everynight. it seems to be helping me!
p.s. nothing wrong with listening to fast music while sleeping, just eq so the kick isn't so loud.
Good luck with that~

I guess I dont understand, to my past knowledge ringing in the ear or Tinnitus is caused by the hairs or something in the ear that is not relaxing, when the ear is listening to something the 'thing' is not relaxing. I dont know how to listen to music before bed would help. Maybe I am way off here.
