It's from DJ Fonar's trance show "Atmosphere" on russian radio. Now the station closed=( And the song i heard in 2000 or 2001.

well i can tell you that this song is from at least 98-99...its gotta be some old tiesto song or on a MOS compilation or something...i really can't place it though...
