Another ID

This track is used in GITS:SAC2 (Ghost in the Shell Stand alone Complex 2) episode 19 (around 20 mins into it)

It sound relly cool but i have been unable to find the title.
the speech and footsteps are of course from the anime.

help needed plz.

I have another sample of higher qual if it helps, and can host it myself if its alloved.

(and then i, of course, f**ked up the upload of the sample
