Moscow blackout - act of terrorism?

for those of you who may not know, Moscow had a total blackout on the 25th, which initially was presumed to be due to a malfunction at the powerplant. Now, Russia's equivalent of Osama bin Laden, Shamil Basayev, claims responsibility for the blackout and diversion.

I read an article about this in the herald tribune and it seems the city was a proper mess because public transportation was down but at the same time a lot of people didn't go to work because of it and they ended up chilling out in parks drinking some beer etc

Well, that's strange. I never knew the lights were on half of the time to begin with. That anal society can't figure out how to float a turd downrange instead of into the middle of the street.
