Connection Refused... wtf!!!!!!!!!!!!!?????????

everytime i try to access ebay or paypal, i get a popup saying that my "connection was refused when attempting to contact paypal.com" or whatever

now if someone gives me a link to a specific item on ebay or something, it works fine, but i cant access either otherwise.

WHAT THE HELL IS GOING ON??!!!

i have to send money to a guy today so i need to get on there.

secondly, this has nothing to do with buying something off ebay

i need to physically access paypal.com, log on, and then send money
