possibly because it's a free public tracker it's slow to update..
trust in your bittorrent client without the tracker working how would the downloader's client find you ?

I got the same, disabled my firewall for a bit and the download speed shot up quickly

if you open the port your bittorrent client is using on your router your speeds will increase..
