I would say Prodigy, but everyone knows its just Liam Howlett doing the work, like Nine Inch Nails and Trent Reznor.

It's a question of semantics I guess. I think you can have bands who make electronic music, even electronic dance music.

An EDM band, to me, is any act that performs live, whether with live PA or live PA/instrument fusions.
That said, Banco de Gaia.
Doesn't fit the criteria but I think M83 deserve a mention. Fantastic music.
Band wise, as in EDM with some non-electronic instruments, Propellerheads.
