1. Sure, in extreme cases. But I think usually when a person 'changes' for the better that it isn't a 'change' at all... it's usually just him stepping up to his potential.
2. Good education takes generations and will end for the best. But with a powerful person at the forefront influencing them, it sometimes ends for the worst. One person should not have a large concentration of power between his hands.
