Begining of Tiesto's summerbreeze

Right at the begining of Tiesto's Summerbreeze, there's this short dialog of what sounds like dialog from a lunar landing or something. What are they saying? I've heard it on alot of trance sets at the time. Why did Certain DJs add this to the begining of their set? Is it like a station ID or something?

I'm curious to make out what they're saying too..

But wait.. I've heard it in the begining of other sets that dont start out with Dido..

In particular I have a set from Peter Liu circa 2000 that starts out the same way...

there nasa samples, i had them on my pc not long ago, i think there readily available on the net, probarbly used alot to, speciasly in intro tracks

There's that one part in the track that says something about a flight director named Cecil B. Stafford... Yeah back in the day when I was bored, I SCOURED Nasa's site for a flight direct with that name.
