Which album has the least amount of tracks?
I know for a fact that Brian Eno's Thursday afternoon has only one track but to keep it interesting we'll go for albums above '95.
do bonus disks count?

tho there are multiple songs on the album, both CDs, theres only one track for each disk.

i bought an album with a half finished track. don't remember which artist it was.
that global communication one, 67:09 or whatever.

Banco de Gaia - Last Train to Lhasa
has 10 tracks on 2 CDs (7 on 1 and 3 on 2).
That's not bad, and they're real tracks too.
