One month after the launch of High Occupancy Vehicle (HOV) lanes on Hwys. 404 and 403, police say the compliance rate is better than expected, but continue to be surprised by the foolishness of some cheating drivers.

OPP Sgt. Cam Woolley said that as many as 500 tickets have been handed out, but about half are for other offences, such as driving with a suspended licence.

�The level of compliance is slightly better than expected,� Woolley said. �Most people are pretty good. Others are the type of people who would butt in on a grocery store line or pass on the shoulder.�

Then there are those who should be doing everything in their power to remain anonymous on the roads.

Woolley says that among those pulled over for the simple traffic violation have been drivers wanted for criminal offences from assault to theft, people with no licences, no insurance or carrying switched plates.

Woolley calls these drivers "how-to-draw-attention-to-yourself stupid."

So far, however, police have not seen anyone try the most obvious trick in the book.

�No stuffed mannequins have been found,� Woolley said.

Otherwise, police have been pleased with the flow along the HOV lanes.

The biggest driver complaint thus far has been the bottlenecks at the south end of Highway 404 where five lanes merge into three for the Don Valley Parkway.

Woolley says those problems are caused mostly because drivers wait too long to change lanes or panic at the last second.

Ontario�s first highway carpool lanes opened Dec. 13, targeting the 85 per cent of people who drive alone.

The HOV lanes run 14 kilometres southbound on Highway 404 between Highway 7 and Highway 401, and 14 kilometres in both directions on Highway 403 between Highway 407 and Highway 401. A fine of up to $110 can be levied for single-occupancy vehicles travelling in the new commuter lanes, as well as the loss of three demerit points.

Even though the HOV is quite possibly the stupidest road/highway idea this government has had since photo radar, at least I can take comfort now in knowing that it's helping to get some of the dregs of society off the road. It stands to reason that the most careless/inconsiderate drivers are the ones most likely to get caught with something like that.

this is the part that pisses me off.... they could have had 3 continous lanes which would have helped traffic flow immensly. They had the chance to fix it. All they did was make it even worse by adding an extra lane to merge into 2.

The dumbest move ever....

the dvp has 3 lanes

regardless of how u set it up (ie number of lanes beforehand) the same amount of people are gonna want to get on the dvp

this lane just gets you into the bottleneck faster, so be it, rot in the jam u single drivers

the 404 is 5 lanes that reduce to 2 briefly at the 401 for some strange reason and then back to 3 on the dvp.

The province had the chance to fix that. Instead they chose to make the problem worse with useless HOV lanes.

Well I disagree. I've used the HOV lane on the 403 during busy hours and it definatly gets me to my exit faster. The regular lanes are all clogged with people coming home from work doing 80 at best and I'm sailing past them at 120.

Advatage: Stingray LOL

403 hov makes a little more sense because there are no bottlenecking problems there

the 404 one is plain stupid.

either way the hov lane would have been better suited as an extra lane or even an LRT rail.

But you are sailing at 120 until u get to the idiot in the HOV lane who is also doing 80. And at that point you cant legally pass him

I cant say anything about the 404 one cause I've never been on it, so I'll take your word for it.

I was very skeptical of the whole thing but so far my experiences with the 403 have been positive.


And you're right about the idiot doing 80 thing, you're stick there. I guess they're banking on that anyone who would drive 80 in a clear lane would be in the far right anyway. But its not a safe gamble with all the idiots out there.

The $500 fine is the sole reason these lanes exist in my opinion. A great way for the provincial liberals to raise cash without raising taxes.

$500 fine is higher than most speeding tickets, seatbelt tickets, and even most reckless driving tickets.

Now, where's the justification in that?

Ive heard of speed traps but this is a blatant abuse of provincial jurisdiction here.

What's next? $25,000 littering fines?

thats not the point. thats like saying "dont steal anything and you wont have to worry about the death penalty"

The punishment should fit the crime and this is a blatant misuse of punishment for the profit of the government.
